Programming Details Libraries selected to participate in Community Connect: Fostering Digital Access are required to host at least 3 public programs. Each site should host at least one financial capability program; one digital literacy program; and one Affordable Connectivity Program. Libraries can use the grant stipend to cover costs associated with hosting the required programs. All Community Connect programs must be free to the public.
