WASHINGTON – On National Voter Registration Day, also Constitution Day, ��ýPresident Cindy Hohl issued the following letter to library professionals:

Dear colleagues,

Today is National Voter Registration Day. As president of the ��ý, I am inspired by the countless ways that libraries foster civic engagement in our communities and proud to be part of a profession that is dedicated to public service and democratic engagement.

Today is also Constitution Day, another civic holiday that calls on each of us to consider how we, individually and as a professional community, can help our nation move closer to the promise of a participatory democracy.

Our work makes a difference.

That is why I am calling on everyone in the library community to get Reader Voter Ready today and:

Register to vote/confirm that you are registered. Let's show our communities what Reader Voter Ready looks like.

Event to Forge Collaborative Playbook to Address Censorship Challenges and Protect Free Expression

WASHINGTON - The ��ý (ALA) is convening a third Intellectual Freedom Summit in its nearly 150-year history, bringing together national organizations, publishing allies, educational institutions, foundations, authors and other champions of intellectual freedom. The event, which will be held at the Library of Congress on Tuesday, September 17, 2024, aims to forge strong partnerships and shape strategy to battle against the rising tides of censorship.

“When we gather at the world’s largest library, we will identify strategies to respond to the withdrawal and censorship of information,” said Cindy Hohl, president of the ��ý. “We will join forces to lift ourselves and ultimately our country above the fray of polarization and politicization of access to information.”

The last ��ýIntellectual Freedom Summit, held in 1953, produced the seminal Freedom to Read Statement, a vital document published in response to the censorship pressures of the McCarthy era. That statement, developed in collaboration with the American Book Publishers Council, remains a foundational text for the protection of intellectual freedom in America.

This year’s summit will build on that legacy, inviting a broad and diverse coalition of voices to collaborate on a new playbook that addresses emerging censorship challenges. New and traditional allies will work together to ensure that all Americans, regardless of political perspective or belief, can continue to be a free people who read freely for the next 150 years.

Qualifying employees can receive federal student debt relief. Over 948,000 public servants have benefitted so far.

WASHINGTON — The ��ý (ALA) will present a free webinar for library workers about Public Service Loan Forgiveness (PSLF) on Oct. 2, 2024, at 3:30 p.m. Eastern.

The webinar will explain how to obtain student loan relief from the PSLF program, which is administered by the U.S. Department of Education. PSLF will forgive the federal student loan balances with qualifying employment history at a government or non-profit organization, such as many school, academic, public, and special libraries.

To date, nearly 1 million public servants — including qualifying library workers – have received more than $69 billion in loan forgiveness under PSLF.

“For years, ��ýhas advocated for library workers’ access to Public Service Loan Forgiveness,” said ��ýPresident Cindy Hohl. “We’re proud to host this webinar so more library workers can learn about this important opportunity for student debt relief.”

The webinar is presented by Public Service Promise, a new non-profit that works to educate public servants about the process for obtaining student loan forgiveness through PSLF. Betsy Mayotte, an expert on student loans and President of The Institute of Student Loan Advisors, will walk through the requirements of qualifying for the program and will answer general questions about how to navigate the application process.

Applications Now Open for the Core Online Course Scholarship for Library Professionals from Developing Countries

CHICAGO–Core is now accepting applications for the Online Course Scholarship for Library Professionals from Developing Countries to participate in our online Fundamentals courses held between September 11, 2024 and December 22, 2024. One free seat per session is available to librarians and information professionals from developing countries.

For full information about the scholarship, including eligibility criteria and a link to the application form, please visit our Online Course Scholarship page. The application deadline is August 18, 2024.

The Core International Relations Committee will review all applications according to eligibility criteria and the submission of requested information. Email acceptance will be sent to a successful applicant as soon as the decision is made but no later than one week prior to the course starting date. Eligible applicants need to completely fill out the application and submit both a personal statement and a supervisor’s reference letter in order to be considered for a scholarship. The application form contains instructions for the content of the statement and letter. Please note preference will be given to applicants who have not already been awarded this scholarship, and the Committee puts the most weight on applicants’ personal statements.

New rule enables access to tens of millions of dollars for library hotspot lending

Washington, DC — The ��ý (ALA) enthusiastically greeted today’s vote by the Federal Communications Commission (FCC) allowing libraries and schools to use tens of millions of dollars in federal E-rate funding each year to purchase Wi-Fi hotspots for lending. The new policy is a keystone of FCC Chairwoman Jessica Rosenworcel’s Learn Without Limits proposal, announced at ��ýAnnual Conference in June 2023, to meet increasing connectivity needs nationwide by expanding and modernizing the E-rate program.

��ýPresident Cindy Hohl said, “Until everyone has an affordable home internet connection, hotspots are a promising alternative in most communities – and America’s libraries have proven success in lending them.

“Libraries are the go-to place for millions of people who need a connection to the internet and the technology to use it. Library hotspot lending programs bridge digital divides, closing the homework gap by equipping students to complete assignments and communicate with teachers, and enabling everyone – jobseekers, adult learners, and families – to connect with community services.”

Library hotspot lending, a trend that began to emerge a decade ago, was vastly accelerated by the pandemic. With experience using public funds to purchase and lend a wide range of resources, libraries are equipped to develop and enforce acceptable use policies for federally funded hotspots. Over the last three years, more than a thousand libraries have provided Wi-Fi hotspots to connect patrons, including students, through more than $248 million of the FCC’s Emergency Connectivity Fund (ECF).

Support for hotspots through the Learn Without Limits program comes amid concerns about the impact of recently sunset pandemic-era programs, including the ECF. The ability to use E-rate funding for hotspot lending will ensure libraries can more reliably address still-persistent connectivity gaps in their communities.

Almost half of libraries (46.9%) currently offer hotspots for checkout — an increase of 14.6 percent since 2020 — according to the 2023 Public Library Technology Survey, published by the Public Library Association on July 9, 2024. Spotlighting the ways public libraries are advancing digital equity in their communities, the report’s key findings include:

95.3% of public libraries offer some kind of formal or informal digital literacy training, and almost 30% report they offer a digital navigator program to assist patrons.
Federal funding is critical to supporting library technology needs: almost half (52%) of libraries applied for the E-rate program either individually or as part of a consortium.
Almost one in five (19.7%) libraries are involved in digital equity or inclusion coalitions at the local, state, or regional level.

Despite data showing the increase in connectivity from libraries and schools through pandemic-era programs, critics have challenged the use of E-rate funds for hotspots. According to the FCC, public libraries and schools supported approximately 18 million students by providing 8 million broadband connections through the ECF program between 2021 and 2023.

Hohl said, “��ýbelieves that the FCC has clearly established their legal authority for this program. They outline this clearly in Section F of the draft Order and cite Congress’ recognition of evolving services in order to meet the goals of universal service. In June, ��ýjoined with 10 of our national education partners in filing an amicus brief in support of the FCC in the Wi-Fi on school buses court case. We believe that these expanded uses of E-rate are appropriate and lawful.”

In addition to active engagement on behalf of libraries throughout the comments period, ��ýis developing resources to build awareness and education about the program, including guidance through the application process. A new web page dedicated to the Learn Without Limits initiative will feature FAQs, event information and other resources in the coming weeks.

“��ýand library advocates nationwide thank the Commission for making Wi-Fi hotspots eligible for E-rate funding,” said Hohl. “��ýlooks forward to continued conversations with the FCC, offering library expertise on stewarding resources and developing fair and flexible circulation guidelines.”

The federal E-rate program plays a pivotal role in helping libraries connect their users to the internet. Since it was established in 1996, E-rate has provided discounts to public libraries as well as K-12 schools on internet access, Wi-Fi equipment and some other telecommunications services.

WASHINGTON -- Today, the ��ý (ALA) expressed support for the Federal Communications Commission’s (FCC) draft Order outlining the rules for a hotspot lending program for libraries and schools within the E-rate program. The FCC plans to vote on this Order at its upcoming July 18 meeting. The hotspot lending program is a component of the FCC’s Learn Without Limits initiative. Chairwoman Rosenworcel announced this program at ��ýAnnual Conference in 2023.

Almost half of public libraries (46.9%) currently offer hotspots for checkout, according to new data from the Public Library Association to be released July 9. This is up 14.4% from a 2020 PLA survey, reflecting how libraries are using hotspots and other technologies to close the digital divide and support their communities with off-premises Wi-Fi access. If approved, the new Order would provide E-rate funding to advance and expand these digital equity efforts. “Libraries are experts in lending resources and connecting their community with needed resources. We applaud the FCC for updating guidelines from the previous Emergency Connectivity Fund in this draft Order to leverage this expertise in developing local circulation practices and protecting patron privacy. By removing some recordkeeping burdens, more libraries will be able to take advantage of this important program,” said ��ýPresident Emily Drabinski.

Hotspot lending programs help students complete assignments and communicate with teachers, classmates, and online learning tools; jobseekers prepare for and take certification exams needed for career pathways, apply for jobs, and engage with online content needed to advance their careers; adult learners and English learners complete assignments, study for and take the GED, and engage with online learning tools; and families connect with social services and resources, family and friends, and participate in civic, social, and community-based activities. “Now that Affordable Connectivity Program funding is no longer available to support home broadband and device purchases, libraries will be more critical than ever to support internet access. While hotspots will help to address urgent internet needs for many, they are not a replacement for affordable home internet,” said Drabinski.

“��ýadvocates have worked tirelessly to streamline E-rate and make program rules more inclusive and actionable, and today we celebrate this opportunity to leverage the E-rate program for 21st century connectivity needs,” said Drabinski. WASHINGTON, D.C. -- The ��ý (ALA) is urging America's libraries to participate in a national day of action to register voters on National Voter Registration Day, a nonpartisan civic holiday celebrating America’s representative democracy. Falling on September 17, 2024, this year’s observance coincides with Constitution Day.

Each year, hundreds of libraries join ��ýand host a range of events leading up to or on National Voter Registration Day, ensuring that voters are registered, informed and ready to vote. A longtime premier partner, ��ýis encouraging libraries to sign up as community partners of National Voter Registration Day to register voters, mobilize local volunteers and educate citizens. Community partners agree to be nonpartisan, inclusive and aware of their state’s voter registration laws.

As trusted sources for information, libraries have long worked with election officials and community leaders and play a vital role in ensuring that voters are prepared to participate in elections at every level of government. As institutions that also provide access to resources, programs and public spaces for all members of a community, libraries are cornerstones for civic engagement.

CHICAGO — A patron of one library is the potential patron of any other library at a different time of life or location. And though each library serves its own unique community, when different kinds of libraries speak together with one voice, the entire library ecosystem is stronger. Distilling the work of ALA's Ecosystem Task Force, the new book “Strengthening Library Ecosystems: Collaborate for Advocacy and Impact,” published by ��ýEditions, will guide library organizations in assessing and extending the strength of their ecosystems by identifying priorities for advocacy and legislation. Written by Dorcas Hand, Sara Kelly Johns, Michelle Robertson, and Eryn Duffee, its flexible framework can apply to the library ecosystem at any level and can accommodate all types of libraries and library organizations, including Friends groups and trustees, vendors, and literacy groups. In this book, readers will:

learn what constitutes a library ecosystem and how diverse libraries can unite around common goals and values;
see the ways in which various library types (school, public, and academic) overlap in mission, share the same core values, and can better view each another as essential allies;
be introduced to the elements of ecosystem thinking, including components such as effective leadership, communication, collaboration, and sustainability for advocacy success;

Hand, MLS, is a retired school librarian from Houston, Texas and a co-chair of Students Need Libraries in Houston ISD, a grassroots advocacy effort. She chaired the ��ýEcosystem Initiative Task Force to write the Ecosystem Toolkit and Continuum and remains a member of ALA’s COLA Ecosystem Subcommittee, presenting on ecosystem topics often. Johns, an online instructor at the Syracuse University iSchool and a long-time school librarian, is a past president of AASL, the New York Library Association (NYLA), and the Section of School Librarians of NYLA. She received the NYLA Lifetime Achievement Award and the first AASL Social Media Superstar Advocacy Ambassador Award. Active in ��ýCouncil and ��ýcommittees, Johns was a member of the Implementation Task Force for the National School Library Standards for Learners, School Librarians, and School Libraries. She is co-author of "Elevating the School Library: Building Positive Perceptions through Brand Behavior" and has written articles for several school library publications and contributed chapters for various books. Robertson, MLIS, PhD, is currently the program coordinator and assistant professor for library media in education at the University of Central Oklahoma. She is a member of ALA’s Ecosystem Subcommittee as well as ALA’s Public Awareness Committee. She has worked for several years to build the library ecosystem in Oklahoma. Duffee, MLIS, is a teacher librarian near Seattle, Washington, who has led advocacy committees and who founded the Tennessee Library Ecosystem Coalition. Eryn’s work earned Tennessee the Gerald Hodges Intellectual Freedom Chapter Award. She was recognized with the Library Journal Movers & Shakers Award in 2023.

WASHINGTON – The ��ý (ALA) welcomes today’s vote by the Federal Communications Commission (FCC) to launch a pilot program for public libraries and schools to purchase advanced cybersecurity tools. Set to launch later this year, the pilot program will provide $200 million in funding to aid libraries and schools in securing their digital infrastructure.

“The FCC’s decision today to create a cybersecurity pilot is an important step forward for our nation’s libraries and library workers, too many of whom face escalating costs to secure their institution’s systems and data,” said ��ýPresident Emily Drabinski. “We remain steadfast in our call for a long-term funding mechanism that will ensure libraries can continue to offer the access and information their communities rely on.”

��ýhas continuously advocated for the creation of a broader plan to fund and support cybersecurity for America’s libraries through the E-rate program. In comments filed with the FCC, ��ýurged the Commission to create a long-term funding plan to support cybersecurity tools. In a joint letter filed with coalition partners, ��ýcalled for several key changes to the pilot’s design to reduce barriers to access for libraries and schools and clarify funding amounts. In particular, funding amounts for large library systems would not adequately cover the costs of cybersecurity for the nation’s largest library systems.

Faced with rising costs for network security and increased rates of cybersecurity threats, libraries nationwide require new and sustained support to adequately safeguard their systems. High-profile incidents of security breaches including ransomware attacks at numerous libraries across the country have highlighted the need for additional support for library network security.
